In the video, Scott expresses concern about the requirement to use standardized test scores as 50% of teacher evaluations and stressed the need for local control and flexibility. He also expresses concern about requiring students to take standardized tests every year--not for the purpose of evaluating students, but for the purpose of evaluating teachers.
